Following completion by PSC of a fast-paced facilities and infrastructure assessment to the 533,000-gross-square-foot historic Texas School for the Deaf campus (TSD) in Austin, PSC was once again selected by the Texas Facilities Commission (TFC) to work with the TSD in developing a multi-phase master plan for the TSD campus over the next decade.

For both of these projects, PSC’s survey team conducted an innovative and award-winning 3-D scan survey of the entire campus. The scan resulted in 3.76 billions points of information across the more than 60-acre campus. On a recent traditional survey of a school campus, PSC’s survey team collected an average of 130 points per acre. In contrast, for the TSD 3-D scan survey, an average of nearly 56 million points per acre were collected. This abundance of information was overlaid with fish-eye lens photographs of the campus, creating a digital replica of the campus that could be accessed for measurements at any time.

For the master plan, PSC team members combined their strengths and resources in traditional master planning exercises. These included stakeholder engagement, opinion of probable cost development and value-based phase sequencing, with added internal resources such as peer institution benchmarking, institutional GIS analysis, and predictive analytical review of future enrollment and facility needs. The master plan, presently in final draft form, is nearing completion for submission to the Texas Legislative Budget Board in late 2016.

Prior TSD campus development between 1991 and 2007 had established much of the planning dynamic for the buildings and open space of the campus. What this master plan focuses on is how to address an anticipated enrollment growth from approximately 500 students to 700 over the next decade, as well as how to use the mechanism of strategic space planning to reposition and reconfigure multiple academic and administrative departments of the school into a more logical placement on campus.  PSC team members interviewed and held engagement charrettes with two dozen departments and external stakeholder groups, in an effort to gain engaged and informed consent from all parties on a general phasing plan for the future development of the campus. This exercise demonstrated PSC’s commitment to immersing itself in the particular needs of the project and user. The project team engaged both the TSD and the Think Deaf Workshop at Gallaudet University in Washington, D.C. to learn the specific spatial, interactive and pedagogical needs of deaf students of all ages.

PSC also worked with the TSD and the TFC in establishing four phases of work in additions, renovations and new construction to the campus. At the TFC’s request, PSC has proceeded with initial schematic design scope development of the Phase 1 legislative appropriations request which is to be designed and completed between 2017 and 2019.
